Switzerland’s gambling regulator, Gespa, has initiated a preliminary investigation into FIFA’s blockchain-based ticketing system for the 2026 World Cup. The authority suspects the NFT-based tokens may constitute a disguised lottery scheme, potentially violating national gambling laws.
The probe centers on FIFA Collect tokens, which grant holders conditional access to match tickets. For instance, a token linked to England’s potential finals appearance only becomes valid if the team advances—a scenario deemed unlikely in the expanded 48-team format. Gespa’s director noted the structure may meet Switzerland’s gambling criteria: wagering, chance, and monetary reward.
Secondary market activity compounds regulatory concerns. Tokens tied to favored teams command premiums, while others risk obsolescence—creating what officials describe as a gambling-like dynamic. The outcome could force FIFA to overhaul its Web3 ticketing strategy ahead of the tournament.
